Unable to open Windows App Store on Windows 8.1

When ever I tried to open the Windows Store, I get the following message.

We weren't able to connect to the Store. This might have happened because of a server problem or the network connection timed out. Please wait a few minutes and try again. (0x80004005)

I waited for hours, tried Windows Store Cache reset, clean boot and app diagnostics, 
but still the problem persist.
